The HA is committed to cooperate with the DEFRA (2004) document, "Making Space for Water" by maintaining rainwater discharge rates at current levels, despite a predicted increase in rainfall due to climate change. The HA are also committed to update advice in the DMRB to minimise flood risk. Developments with hard paved areas such as roads and parking areas prevent the natural dissipation of rainwater and increase both the rate and volume of run-off. The cause of this rise is believed to be growing deer populations and changing distributions combined with increased road traffic. The current version of the DMRB air quality model (v1.03c) is based on vehicle emission factors (VEF's) issued in 2003. In January 2010, Defra published updated technical guidance including a series of new VEFs. There Is now a need to update the DMRB air quality model to relect this new guidance. The introduction of sumpless gullies as a means of reducing the risk of watercourse pollution can increase the volume of sediment in highway drainage pipelines.
