The Highways Agency recognises its responsibility to avoid and mitigate potential negative environmental effects of roads, and to enhance the quality of the surrounding environment wherever possible. For bats, this means maximising opportunities for protection and enhancement, and supporting their ability to adapt to the effects of climate change. Production of a review of bat mitigation in relation to highway severance contributes to achieving this vision in providing project teams with appropriate and proportionate advice for the operation, maintenance and improvement of the Strategic Roads Network (SRN).

Model verification is a complex and involved process and is a necessary step in the production of the final modelled
pollutant concentrations. In summary, model verification is the process for comparing the modelled pollutant concentrations with the monitored concentrations for the same pollutant and where necessary adjusting the modelled results so they better align with the monitoring data. Part IV of the 1995 Environment Act made it a requirement that all local authorities within the UK to review and assess air quality within their administrative area. Where it was found that pollutant concentrations are likely to exceed an Air Quality Strategy (AQS) Objective, the local authority has a statutory duty to declare an Air Quality Management Area (AQMA).
