Project Background


Managed Motorway schemes aim to address congestion issues and improve Journey Time Reliabilty by utilising a set of advanced intelligent transport systems applications to make as much use of the available road capacity as possible. The M42 Managed Motorway has been monitored and evaluated throughout its trial and varying operational regimes which has enabled informed decisions on the rollout of other Managed Motorway schemes. This trend will continue with the evaluation of the new operating regime of Through Junction Running at Junction 5 southbound and also the results of the 3 year validated safety report both of which are due to be finalised and published in March 2011 under a follow-on to this task...

Project Background


In January 2009 by the Secretary of State for Transport confirmed the commitment to invest £6bn in the strategic road network. A significant part of that investment is associated with the delivery of 14 hard shoulder running (HSR) schemes. Based on this the HA Board agreed to set up an integrated Delivery Office for Managed Motorways to facilitate integrated and collaborative working.
The Delivery Office is made up of core representatives from the directorates across the Agency to ensure collaborative working. With the emphasis on delivery of schemes and putting them into safe and successful operation, the Managed Motorways programme draws on contributions from across the Agency.

The Nichols Review, commissioned by the Secretary of State for Transport, has highlighted the need for the HA to improve the delivery of value capability from schemes and that it needs more pace and focus in prioritising and delivering its improvement initiatives if it is to meet the future challenges to deliver the £12bn TPI. Asphalt Preservatives

Project Background


A number of processes are being marketed commercially, including some which have gained HAPAS approval, that claim to preserve and extend the life of asphalt. The predominant way these processes are assumed to work is by either through the rejuvenation of the binder through modification of its chemical composition, or by retarding the ageing process of the binder constituent of the asphalt. All the processes involve the application of a liquid agent to the existing asphalt. Some include a mixing of the agent with the asphalt in-situ.

A previous task, “Hard Shoulder condition surveys to support fiscal stimulus for managed motorways” provided pavement condition information over the extent of the hard shoulders of 25 schemes identified in the DfT programme for future implementation of Hard Shoulder Running (HSR). The task also culminated in the production of IAN122/09, Rapid Condition Assessment of Hard Shoulder Pavements: Interim guide to data and maintenance advice which provided a framework for the interpretation of the data and an outline of the steps required to develop robust strengthening designs.
