Variable Speed Limits in Roadwork Sites

Project Background


This project has been mandated at HA Divisional Director level in support of balancing traffic throughput at roadworks with safety.

Previous research in this area indicated potential benefits of using VSL through roadworks. Permanent sites that utilise VSL are the ATM system on. M42 Jets 3A-7 and the Controlled Motorway section on M25 Jets 12-15 (both required enabling regulations specific to those sites as they are not permitted under current legal provisions). Project Background


The project was originally conceived to feed into the Highways Agency MOSAIC project which aimed to rationalise operational systems and provide a more “user friendly” interface to control room operators in RCCs. However, the MOSAIC project is no longer moving forward so the output of this project has been amended to provide a Human Factors guidance document which can be used for any Human Machine Interface that the Agency is developing.

Currently in the UK there is no standard communications and management infrastructure across the emergency services for use during major road incidents. Even with the adoption of the new TETRA radio system (which includes Police, Fire and Ambulance services in addition to the HA and others), the level of communication is limited to voice and very low-rate data, thereby preventing the use of high-resolution, real-time video and other essential diagnostic and disaster co-ordination data. Project Background


In January 2009 by the Secretary of State for Transport confirmed the commitment to invest £6bn in the strategic road network. A significant part of that investment is associated with the delivery of 14 hard shoulder running (HSR) schemes. Based on this the HA Board agreed to set up an integrated Delivery Office for Managed Motorways to facilitate integrated and collaborative working.
The Delivery Office is made up of core representatives from the directorates across the Agency to ensure collaborative working.
With the emphasis on delivery of schemes and putting them into safe and successful operation, the Managed Motorways programme draws on contributions from across the Agency.

Managed Motorway schemes aim to address congestion issues and improve Journey Time Reliabilty by utilising a set of advanced intelligent transport systems applications to make as much use of the available road capacity as possible. The M42 Managed Motorway has been monitored and evaluated throughout its trial and varying operational regimes which has enabled informed decisions on the rollout of other Managed Motorway schemes. This trend will continue with the evaluation of the new operating regime of Through Junction running and the 3 year validated safety report which are due to be published in March 2011
